devcfg: Modified XDcfg_PcapReadBack() function

Modified the function by replacing
XDCFG_INT_STS_OFFSET) &
XDCFG_IXR_D_P_DONE_MASK) ==
XDCFG_IXR_D_P_DONE_MASK);
    with
XDCFG_INT_STS_OFFSET) &
XDCFG_IXR_D_P_DONE_MASK) !=
XDCFG_IXR_D_P_DONE_MASK);
